Ebonyi State House of Assembly has passed a new law regulating house rents, property agency fees and the buying and selling of metal and electrical scraps across the state.
The legislation, known as the Ebonyi State Sale of Scraps, House Rent, and Agent Fees Regulation Law 2026, was passed during Tuesday’s plenary on August 11, 2026, under the leadership of Speaker Moses Odunwa.
The law introduces prescribed rent tariffs for different categories of housing, with landlords prohibited from charging above the rates set by Governor Francis Nwifuru.
It also places a 2% ceiling on agency fees for real estate transactions, applying to both professional and non-professional agents.
Estate agents operating in Ebonyi’s capital city are required to register with the Ministry of the Capital City as part of measures to improve transparency in the property market.
The law further targets fraudulent practices involving possession orders. Landlords who obtain possession orders through fraud, misrepresentation or concealment of facts could face up to two years in prison.
Scrap trade also regulated
The legislation introduces strict controls on the scrap trade, prohibiting the unlicensed buying, selling, possession, transportation or disposal of metal and electrical scraps.
Anyone found violating the provisions could face up to two years’ imprisonment, a fine of up to ₦500,000, or both.
Lawmakers said the measures were designed to tackle public infrastructure vandalism, environmental degradation, arbitrary rent increases and exploitative practices affecting tenants.
Leader of the House Kingsley Ikoro urged lawmakers to support the bill, highlighting its role in protecting public infrastructure and vulnerable tenants.
Speaker Moses Odunwa said the legislation was intended to restore order to the property market and address the damage caused by scrap dealers.
The Assembly also adopted the Auditor-General’s Report on the Consolidated Financial Statements of the Ebonyi State Government for the financial year ended December 31, 2025.
It subsequently confirmed nine nominees appointed by Governor Nwifuru as Coordinator and Management Committee members for the Amasiri Development Centre in Afikpo Local Government Area.
