The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has uncovered 908 suspected ghost workers across at least 50 federal ministries, departments and agencies (MDAs), with the Nigeria Police Force recording the highest number of alleged fake employees.
According to a report by Punch, quoting BBC Pidgin, ICPC Chairman Musa Adamu Aliyu (SAN) said the anti-graft agency recovered about N942 million allegedly paid as fraudulent salaries during its payroll verification exercise.
Aliyu explained that ghost workers are fictitious names inserted into government payrolls to illegally receive salaries. In some instances, officials allegedly add relatives or associates who are not legitimate employees.
He cited one case where a suspect allegedly placed his wife, son and mother-in-law on the government payroll while also collecting the salaries of 12 workers.
The Nigeria Police Force topped the list with 570 suspected ghost workers.
“For this operation, we identified 570 people whom we suspect are among the fake workers collecting salaries without working,” Aliyu said.
The National Water Resources Authority followed with 80 suspected ghost workers, while the Federal Ministry of Works recorded 56.
Other affected institutions include the Ministry of Foreign Affairs with 24, the Ministry of Defence with 19, and both the Federal Ministry of Electricity and the Federal Ministry of Industry, Trade and Investment, each with 17 suspected ghost workers.
The Federal Ministry of Health recorded 15, while the Office of the Head of the Civil Service of the Federation had 12 suspected fake workers.
The Office of the Accountant-General of the Federation and the Federal Ministry of Interior were also identified in the investigation, although the ICPC did not disclose the number of suspected ghost workers linked to the two institutions.
The commission said the payroll verification exercise is part of ongoing efforts to curb fraud, strengthen accountability and eliminate leakages in the Federal Government’s payroll system.
