The Nigeria Police Force has dismissed reports claiming Inspector-General of Police Olatunji Disu ordered officers to “shoot on sight” anyone carrying illegal firearms, insisting his remarks in Benue State were taken out of context.
The clarification followed widespread reports that emerged after the IGP addressed a stakeholders’ meeting in Makurdi on Friday, where he spoke on the use of firearms by police officers.
In a statement issued on Saturday, the Force explained that Disu was referring to Force Order 237, which outlines the legal and operational conditions governing the use of firearms by officers.
According to the police, the IGP did not authorise indiscriminate use of lethal force but reminded officers that they are trained to apply Force Order 237 and understand when the use of firearms is legally justified.
The statement, titled “Clarification: What the Inspector-General of Police Actually Said in Makurdi,” was accompanied by a video of the IGP’s full remarks.
The Force said: “At a stakeholders’ meeting in Makurdi, Benue State, Inspector-General of Police, IGP Olatunji Rilwan Disu, did not issue any ‘shoot-on-sight’ order as widely misreported.
“What he actually said was that officers have been briefed on Force Order 237, which governs the legal and operational conditions for firearm use, and that they know when it is appropriate to deploy their weapons in line with established Rules of Engagement.”
During the meeting, Disu stressed that only authorised security personnel are permitted to carry firearms and warned that illegal possession of weapons would not be tolerated.
He said officers had been instructed on the provisions of Force Order 237 and did not need to wait for further directives before acting within the law where necessary.
The IGP also expressed concern over the increasing loss of security personnel, saying police officers, soldiers and other security operatives had been trained to take appropriate action to protect themselves and the public.
According to information published on policinglaw.info, Force Order 237 regulates when police officers may lawfully use firearms, including in self-defence, to prevent serious threats to life, or to stop the escape of suspects accused of serious offences.
The clarification comes amid public debate over the interpretation of the IGP’s remarks and the application of police rules on the use of force.
