CBN mandates banks to collect customer’s social handle, others

The Central Bank of Nigeria has ordered financial institutions to collect their clients’ social media handles, email addresses, contact information, residence addresses, and more.

This is an effort to further strengthen the identification process in the banking system and is a part of its new client due diligence standards. This information was provided by the top bank in its recently published regulation, “Central Bank of Nigeria (Customer Due Diligence) Regulations, 2023.”

According to the CBN, the purpose of the new legislation is to give financial institutions that fall within its regulatory scope extra consumer due diligence processes.

It noted, “To provide additional customer due diligence measures for financial institutions under the regulatory purview of the Central Bank of Nigeria to further their compliance with relevant provisions of the Money Laundering (Prevention and Prohibition) Act (MLPPA), 2022, Terrorism (Prevention and Prohibition) Act (TPPA), 2022, Central Bank of Nigeria (Anti-Money Laundering, Combating the Financing of Terrorism and Countering Proliferation Financing of Weapons of Mass Destruction in Financial Institutions) Regulations, 2022 (CBN AML, CFT and CPF Regulations) and international best practices.

“And enable the CBN to enforce compliance with customer due diligence measures in line with the CBN AML, CFT and CPF Regulations.”

Under its customer identification column, the banking regulator stated that financial institutions must identify their customers (whether permanent or occasional, and whether natural or legal persons or legal arrangements) and obtain the following information:

“For Individuals — legal name and any other names used (such as maiden name), permanent address (full physical address), residential address (where the customer can be located), telephone number, e-mail address, and social media handle; date and place of birth, Bank Verification Number, Tax Identification Number, nationality; occupation, public position held, and name of employer.”

It further noted that an individual must have any of an unexpired passport, national identification card, residence permit, social security records, or driver’s license.

As part of the requirement, it added, “Type of account and nature of the banking relationship, and signature, and politically exposed person status.

The document also had separate requirements for legal persons and legal arrangements. According to the CBN, the regulations shall apply to all financial institutions under its purview.

TotalEnergies in Okota adjusted its price from N1,325 to N1,385, while AP in Ogba increased from N1,295 to N1,380. In Ibadan, Ocean Breeze filling station on Old Ife Road was selling petrol at N1,370 per litre, up from N1,300 a day earlier. The latest adjustments followed reported increases in ex-depot prices, including at the Dangote refinery, where the gantry price reportedly rose from N1,265 to N1,350 per litre. The price movement also comes as international crude oil prices climbed above $100 per barrel amid escalating tensions in the Middle East. Brent crude was reported at $104 per barrel, while West Texas Intermediate stood at $99 as of September 13. The Strait of Hormuz, a key global oil shipping route, has faced growing disruption as tensions involving Iran, the United States and other countries in the Gulf region escalate. TheCable reported that Saudi Arabia issued emergency alerts on September 12 after explosions were heard off the coast of Iran’s Qeshm Island. The development followed attacks and counterattacks involving Iran, US forces and Iran-aligned Houthi fighters in Yemen. Saudi Arabia had also reported attacks on energy facilities in its southern region on September 8, with the incidents causing fires and temporarily disrupting some operations.
