The Rivers State House of Assembly has passed the ₦1.84 trillion 2026 Appropriations Bill into law after incorporating recommendations and adjustments made during deliberations.
According to the report by Channels Television, the budget will be funded through ₦487.6 billion in Internally Generated Revenue, ₦936.052 billion in Federation Account Allocation Committee receipts, ₦48 billion in opening and closing balance, ₦50 billion in proposed internal loans and ₦25 billion from asset sales.
The sectoral allocations include ₦262 billion for agriculture, ₦625.8 billion for the economic sector, ₦65 billion for law and justice, and ₦435.4 billion for the social sector.
The Assembly also approved a recommendation to allocate ₦1.4 billion to the Primary Health Management Board for the reconstruction of its facility on Accra Street. Total capital expenditure under the budget was put at ₦1.4 trillion.
Pamo University Allocation Questioned
One of the major points of contention was a proposed ₦6 billion allocation to Pamo University of Medical Sciences, a privately owned institution.
Lawmakers questioned the size of the allocation and sought clarification on how previous funds allocated to the university had been utilised. Concerns were also raised because Rivers State University, a public institution, received a total budget allocation of ₦6.1 billion.
The controversy intensified after a commissioner requested that Pamo University’s allocation be increased from ₦6 billion to ₦8 billion, arguing that the initial amount was inadequate.
Following the concerns, the committee recommended that no additional funds be released to the university until satisfactory accountability measures were established. The proposed ₦6 billion allocation was subsequently stepped down pending further investigation.
The House later voted to pass the ₦1.84 trillion 2026 budget into law with the recommended adjustments incorporated.
